Billies Barbers, in North Point Shopping Centre, Bransholme, took the award ahead of a host of other businesses across the area after more than 2,000 people voted in an online poll.
The award, run by Hull North MP Diana Johnson, looks to celebrate the best the area has to over and saw 18 businesses shortlisted.
Hull Pie, in Newland Avenue, came runner up, with seven other small businesses highly commended.
Ms Johnson, who will be visiting the businesses today to hand out the awards, said she was delighted with the response for the awards, made to coincide with Small Business Saturday.
“2,340 people have voted online and the result of my Small Business Awards for 2016 is that Billies Barbers is the winner, providing a great service to the local community in my Hull North constituency,” she said.
“We celebrate all our local small businesses in Hull on Small Business Saturday. They are the lifeblood of our local community and provide choice and valuable jobs in our local economy. They should be supported all year round.”
